soc/apollolake/memmap: Switch to SIMPLE_DEVICE API

memmap.c functionality is designed to be used in more than ramstage.
Therefore, it cannot use ramstage-specific APIs. In this case, the
SIMPLE_DEVICE API offers a more consistent behavior across stages.
