soc/qualcomm/common/spi: Add support for SPI common driver
This implements qup spi driver for qualcomm chipsets Rename header file names for trogdor to prevent breakage. BUG=b:182963902 TEST=Validated on qualcomm sc7180 and sc7280 development board.
