mb/intel/glkrvp: Configure SCI/SMI in glkrvp for ESPI

This patch configures the EC_SCI_GPI when ESPI is enabled.Also adds
mainboard espi handler function.

TEST= Boot to OS and SMI/SCI is working when ESPI is enabled/disabled.
