soc/amd/mendocino/Kconfig: select extended eSPI decode range support 

Select SOC_AMD_COMMON_BLOCK_ESPI_EXTENDED_DECODE_RANGES and remove the
TODO from SOC_AMD_COMMON_BLOCK_HAS_ESPI.
