soc/intel/icelake: Remove unused ENABLE_DISPLAY_OVER_EXT_PCIE_GFX

Mainboard user can select VGA_ROM_RUN_DEFAULT Kconfig hence
no need to have another ENABLE_DISPLAY_OVER_EXT_PCIE_GFX Kconfig to
load/execute VGA OpRom.
