chromeec: Decouple EC tablet event and TBMC device

This change decouples EC tablet event and TBMC device by guarding
TBMC definition and notification using EC_ENABLE_TBMC_DEVICE. It
allows mainboards to use tablet events without having to define a TBMC
device.
