Move ELOG defines/struct to commonib/bsd/elog.h

Move ELOG defines and structs from include/elog.h to
include/comonlib/bsd/elog.h.

This is needed because the will be used from util/
(in a future commit).

It also replaces uNN types with uintNN_t types, for the reason described
above.
