mb/google/rex: Enable EC_GOOGLE_CHROMEEC_BOARDID Kconfig 

Enables the EC_GOOGLE_CHROMEEC_BOARDID feature so we can read
board_id() on rex.

TEST=Verified builds succeed and code is linked
