soc/intel/meteorlake: Enable SOC_INTEL_COMMON_BLOCK_ACPI_CPU_HYBRID

The patch enables CPPCv3 support for Intel Meteor Lake which is based
on hybrid core architecture.

TEST=Build code for Rex.
