vboot: fix vboot_reference compilation 

The VB_FIRMWARE_ARCH variable was not being set correctly,
and the VBOOT_STARTS_IN_BOOTBLOCK Kconfig option was not properly
prefixed with CONFIG_. Correct both of these oversights.
