Update vboot submodule to upstream main

Updating from commit id 148e5b83:
    Makefile: Fix and simplify the RUNTEST test wrapper

to commit id 196b0843:
    create_new_keys: use single AP RO Verification root key pair

This brings in 30 new commits.
