soc/intel/meteorlake: Remove PM Energy Report WA

Disable Pch PM Energy Report WA was added to enhance boot time
with HFPGA only. SoC needs reporting enabled.

BUG=None
TEST=Build and Boot Google, Rex and Intel, MTLRVP without any boot time regression..
