soc/intel/meteorlake: Enable X2APIC 

This patch enables X2APIC to avoid hang-ups due to
`Switching from X2APIC to XAPIC mode is not implemented.` 

BUG=b:237924211 ([MTL-FSP][v2222.1] Lists of boot issue with MTL FSP)
TEST=Able to enable X2APIC on rex.
