cpu/amd/{agesa,pi}: Select NO_FIXED_XIP_ROM_SIZE

AGESA and binaryPI set the whole CACHE_ROM_SIZE to WRPROT during the
romstage and do not reference the CONFIG_XIP_ROM_SIZE symbol.
