Sklrvp: Select PCIEXP_L1_SUB_STATE config symbol

This patch selects the config symbol PCIEXP_L1_SUB_STATE to enable L1
substate for PCIe.

TEST=Build for sklrvp; boot and check "dmesg | grep iwl" shows
"L1 enabled and LTR enabled"
