Build system: Update HAVE_CMOS_DEFAULT

- Don't build the cmos.default file into cbfs if USE_OPTION_TABLE
isn't specified.
- Don't allow HAVE_CMOS_DEFAULT if HAVE_OPTION_TABLE isn't set.
