soc/intel/tigerlake: Expose In-Band ECC config to mainboard

Support for feature "In-Band ECC" not available for Tiger Lake

Similar to Elkhart Lake, Tiger Lake also provides this feature.
Ported from Elkhart Lake (CB:55668)
