b890a1228d Remove address from GPLv2 headers
As per discussion with lawyers[tm], it's not a good idea to
shorten the license header too much - not for legal reasons
but because there are tools that look for them, and giving
them a standard pattern simplifies things.

However, we got confirmation that we don't have to update
every file ever added to coreboot whenever the FSF gets a
new lease, but can drop the address instead.

util/kconfig is excluded because that's imported code that
we may want to synchronize every now and then.

We already have APM_CNT_FINALIZE defined to the same value. Just use it

b85a87b7d6 intel SMI handlers: Refactor GPI SMI/SCI routing
Move the GPI interrupt routing selection between SMI/SCI from
mainboards to southbridge. There is speculation if this is all
just legacy APM stuff that could be removed with a followup.

0edc22490a smi: Update mainboard_smi_gpi() to have 32bit argument
With the LynxPoint chipset there are more than 16
possible GPIOs that can trigger an SMI so we need
a mainboard handler that can support this.

There are only a handful of users of this function
so just change them all to use the new prototype.

24d1d4b472 x86: Unify arch/io.h and arch/romcc_io.h
Here's the great news: From now on you don't have to worry about
hitting the right io.h include anymore. Just forget about romcc_io.h
and use io.h instead. This cleanup has a number of advantages, like
you don't have to guard device/ includes for SMM and pre RAM
anymore. This allows to get rid of a number of ifdefs and will
generally make the code more readable and understandable.

Potentially in the future some of the code in the io.h __PRE_RAM__
path should move to device.h or other device/ includes instead,
but that's another incremental change.
