- Add "select HAVE_ACPI_TABLES" for boards which need it.
- Drop sections which set HAVE_ACPI_TABLES to 'n', that's the default.
- Convert sections which set HAVE_ACPI_TABLES to 'y' to the
shorter "select HAVE_ACPI_TABLES".
