- Alphabetize packages in docs Dockerfile
- Add jinja2 version 3.0.3 to the docs Dockerfile - The latest version
breaks with the error:
"exception: cannot import name 'contextfunction' from 'jinja2'"

a recommonmark version that properly rewrites links to .md files.

With Alpine base, use pip to install Sphinx 1.7 and Sphinx-autobuild
Alpine, a 4.5MB base, is used over Debian Stable, 101MB, to cut down the
total size of the docker image.
