In Sabrina platform, memory speed is limited to 5500 Mbps. Update the
SPD generation tool to limit to that speed.

Samsung K3LKLKL0EM-MGCN will be used by the nissa variant craask. Add
it to the LP5 parts list and regenerate the SPDs using spd_gen.
