This patch contains the general files for the vendorcode/eltan that has
been uploaded recently:
- Add eltan directory to vendorcode.
- Add documentation about the support in the vendorcode directories.
- Add the Makefile.inc and Kconfig for the vendorcode/eltan and
vendorcode/eltan/security.
