Patrick Georgi 40c845d352 lint: provide better GPL license text test 
Still not lint-stable due to too many open issues, but
at least it doesn't try to touch files that aren't part
of the repository anymore.

Patrick Georgi e882630d47 Add test to check for up-to-date GPL license headers to lint. 
"make lint" should not stop after first failed test.
Improve "make lint" output.
