The Creative Commons Public Domain Dedication and Certification is not
a license in the common sense in that it's stating that the associated
file is already in the public domain (having no copyright), and is not
actually putting it in the public domain like the CC-C0 license does.
The use for this in coreboot is for unlicensable files - either blank
files or files with no creative content. This allows these files to
have the SPDX identifier to identify them as having no known copyright
for open source license compliance.
If CC-PDM-1.0 is ever included in the list of SPDX licenses, that would
probably fit better, but because the public domain mark isn't actually
a license, and because "public domain" isn't well defined, CC-PDM was
rejected as a SPDX identifier.

The gcov files in the lib directory are licensed GPL 3.0 with the GCC
runtime library exception.
Add this as a valid license so that the files can get a correct SPDX
identifier.

Instead of hardcoding paths to the executables, use the version in the
path. This allows the scripts to work on more systems, and allows the
binary version to be changed more easily if needed.

The majority of the codebase has been converted to use SPDX identifiers
now, so let's enforce those by default. The only exceptions are
src/include and src/lib, which are not being checked since many of the
files there do not have license headers at all. Files with custom
licenses that aren't covered by SPDX can be listed as exceptions at the
top of lint-000-license-headers.

Convert the remaining files in src/drivers to use SPDX identifiers.
int15.h and default_brightness_levels.asl did not have license headers,
but they were both copied from other GPL2 files, so they should be under
the GPL2 as well.
ne2k.c and drm_dp_helper.h are licensed under custom BSD-like licenses
that do not have an SPDX equivalent, so they are added as exceptions
to the license header lint.

The Historical Permission Notice and Disclaimer (with and without
permission to sell) is a BSD-style license family that OSI and SPDX
consider deprecated - and yet, it's right here in our tree.

This is all code coming from the outside, so let's keep these files
untouched as much as possible.
A couple of files is added to the list by name because their license,
while free, can't be properly modelled in SPDX:
- lzmadecode is (LGPL OR CPL) WITH special-exception
- stack.c and start16 are some weird (but free) US Gov't license grant
- two XGI related files have "BSD except for Linux, where it's GPL"

While a 4 clause BSD license "with advertising" is incompatible to the
GPL, the University of California declared the problematic clause null
and void.

- Split the script up to make it easier to update and read.
- Check for multiple different license strings. Not all files are GPL
licensed.
- Don't validate 0 length files
- Update list of files to exclude from the license header check.

It encourages users from writing to the FSF without giving an address.
Linux also prefers to drop that and their checkpatch.pl (that we
imported) looks out for that.
This is the result of util/scripts/no-fsf-addresses.sh with no further
editing.

As per discussion with lawyers[tm], it's not a good idea to
shorten the license header too much - not for legal reasons
but because there are tools that look for them, and giving
them a standard pattern simplifies things.
However, we got confirmation that we don't have to update
every file ever added to coreboot whenever the FSF gets a
new lease, but can drop the address instead.
util/kconfig is excluded because that's imported code that
we may want to synchronize every now and then.
