-n needs to check against a string, but if CONFIG_TIANOCORE_BOOTSPLASH_FILE is unset, then $(CONFIG_TIANOCORE_BOOTSPLASH_FILE) evaluates to nothing and the check fails, leading the Makefile to try and copy a non- existant file/path.
