Elias Souza 17d9d897f0 crossgcc: Replace binutils no-bfd-doc patch with configure option 
It is not more necessary to patch binutils, we can
pass an argument during build time to not build docs.
Regenerate binutils-2.37_no-makeinfo.patch.

  powerpc-elf
  arm-elf
  armv7a-eabi
  aarch64-elf

known broken:
  alpha-elf
