Patrick Georgi 6321f523e7 crossgcc: Clean GNU make context so builds succeed 
GCC's build system is sometimes confused by our build system's
configuration: make crossgcc failed, while
util/crossgcc/buildgcc -p armv7-a-eabi didn't.

Make sure the GCC build system runs independently from
ours by breaking any ties.

This is a cross toolchain builder for -elf toolchains (ie. no libc support)

known working:
  i386-elf
  x86_64-elf
  powerpc-elf
  mipsel-elf
  arm-elf
  armv7a-eabi
  aarch64-elf

known broken:
  alpha-elf
  powerpc64-elf
