This change adds 2 command line parameters, --skip_set and --skip_unset that allows abuild to skip boards with particular Kconfig values either set or not set. Note that it only works on BOOL type variables. This can be set on the abuild command line, or the JENKINS_ABUILD_OPT= variable on the make command line.
