Patrick Georgi e420139a52 crossgcc: clean up aarch64 target integration 
We already have aarch64 targets. Extend the "all" target.

known working:

  powerpc-elf
  mipsel-elf
  arm-elf
  armv7a-eabi
  aarch64-elf

known broken:
  alpha-elf
  powerpc64-elf
