On SoCs which use A/B recovery layout, PSP verstage and signing keys are expected to be present only in PSP L2 directory. Update amdfwtool to include the PSP verstage and signing key only in PSP L2 directory. BUG=b:239519603, b:238938623 TEST=Build and boot to OS in Skyrim with PSP verstage.
