Wim Vervoorn a2241de8e8 mb/facebook/monolith: Allow TPM initialization 
TPM_INIT is disabled by default. This prevents TPM to be operational
when VBOOT is disabled.

Remove the TPM_INIT disable.

BUG=N/A
TEST=tested on facebook monolith with VBOOT disabled.
