Patrick Georgi 5fb2b5cdac crossgcc: Test for m4 and bison 
Happened way too often that crossgcc failed
because m4 or bison wasn't installed already.

known working:
  i386-elf
  x86_64-elf
  powerpc-elf
  mipsel-elf

known broken:
  alpha-elf
  arm-elf
  powerpc64-elf
