Use CONFIG_VBOOT to enable do_printk_va_list to match the conditionals
in include/console/console.h and the only caller is vboot/vboot_logic.c.
CONFIG_VBOOT is also selected for CONFIG_CHROMEOS.
TEST=Build and run on Galileo Gen2
