Add commonlib/bsd/elog dependency in libpayload. This will allow other payloads (e.g. depthcharge) to implement their own eventlog read and write utilities. Also include commonlib/bsd/elog.c source to libc-srcs. This ensure payloads could utilize commonlib elog helper functions.
