Patrick Georgi fecd26f208 crossgcc: Generalize matching for the mingw case 
With this change, i686-pc-mingw32 is acceptable, too.

This is a cross toolchain builder for -elf toolchains (ie. no libc support)

known working:
  i386-elf
  x86_64-elf
  powerpc-elf
  mipsel-elf

known broken:
  alpha-elf
  arm-elf
  powerpc64-elf
