Rework edkii makefile so that the various build options are unified between CorebootPayloadPkg, uefipayload_202107 and upstream. This sets the project directory based on the git repository name i.e. https://github.com/mrchromebox/edk2 becomes mrchomebox Also builds to $(obj)/UEFIPAYLOAD.fd and allows using a commit ID without a branch.
