Kapil Porwal d1c51f0557 Revert "mb/google/rex: Enable VPU" 
This reverts commit 555ceca38a ("mb/google/rex: Enable VPU").

Reason: Unable to boot to latest OS image with VPU enabled.

TEST=Boot to OS image 15376 on google/rex
