website: configure.ac: check for sed. 

In the Makefile we have the following:
    index.html: index.html.tmpl
            sed -e "s#WEBSITE_PREFIX#$(WEBSITE_PREFIX)#g" "$^" > "$@"
so we need to make sure that 'sed' is available.
