This is Eddie, co-author of the XMPP Providers project: https://providers.xmpp.net/

XMPP Providers is a project made to simplify the users’ onboardings. Therefore, the criteria we use for the categorization are from a user’s perspective. We evaluated all of them with an ordinary user without XMPP experience in mind. That should help more people to find their way to free communication via XMPP. I am writing as we have recently expanded the setup. Administrator can and should of course list information on their website. However, to query data for the XMPP Providers listing one can now also our JSON file template so our bot can extract the right information in your control.
