rk808: Implement RTC driver

This adds RTC functions to the existing RK808 driver.

BRANCH=none
TEST=with eventlog patches applied to pinky, booted and saw eventlog
entries generated with correct timestamps:
localhost ~ # mosys -k eventlog list
