Revert "soc/intel/jasperlake: Allow mainboard to override chip configuration" 

This reverts commit 5acea15d63. This
change got accidentally merged. There is no need for mainboard to
override chip configuration.

BUG=None
TEST=Build and boot Drawlat to OS.
