soc/intel/cannonlake: Initialize DDI-A lane in Normal mode

Enable DDI-A (eDP) when pre-OS graphics is not Loaded or in normal mode.
This will make sure that kernel will detect eDP.

TEST=Edp should come up in normal mode.
