mb/google/kohaku: Update DPTF parameters and TCC offset setting

This change applies fine-tuned DPTF parameters and TCC offset setting
for kohaku. Also enables EC_ENABLE_MULTIPLE_DPTF_PROFILES for tablet
mode.
