mb/google/rex: Enable all DDI lanes 

This patch enables all DDI ports on Rex board to support display port
tunneling and dual display on TBT dock.

BUG=b:273901499
TEST=Boot google/rex and connect two displays over a TBT dock and check the display functionality.
