intel/sandybridge intel/ivybridge: Use MMCONF_SUPPORT_DEFAULT

Change all PCI configuration accesses to MMIO on all boards
with SandyBridge and IvyBridge. To enable MMIO style access,
add explicit PCI IO config write in the bootblock.
