Baytrail has I2c Busses 0 to 6, so is supposed to error out
if the I2c driver is called with 7 or greater. Due to an off-by-one
error it could be called with bus 7.
Fixes coverity warning:
CID 1287074 (#1 of 1): Out-of-bounds read (OVERRUN)
3. overrun-local: Overrunning array base_adr of 7 4-byte elements at
element index 7 (byte offset 28) using index bus (which evaluates to 7).

It encourages users from writing to the FSF without giving an address.
Linux also prefers to drop that and their checkpatch.pl (that we
imported) looks out for that.
This is the result of util/scripts/no-fsf-addresses.sh with no further
editing.

As per discussion with lawyers[tm], it's not a good idea to
shorten the license header too much - not for legal reasons
but because there are tools that look for them, and giving
them a standard pattern simplifies things.
However, we got confirmation that we don't have to update
every file ever added to coreboot whenever the FSF gets a
new lease, but can drop the address instead.
util/kconfig is excluded because that's imported code that
we may want to synchronize every now and then.

Add a driver wich can handle the internal I2C controllers
of Baytrail SoC. This driver is not suitable for the
SMBus controller.
