If a payload decides not to use a USB device then the device can be detached. This prevents the device from interfering with normal operation on some platforms. Also, it aligns the behavior of usb_generic_init with class-specific init functions such as usb_msc_init, which will detach unsupported devices. BUG=None TEST=Manual on Squawks. Test recovery boot w/ USB 2.0 media, verify that media boots and no babble error is encountered. With the separation of hardware initialization and later boot logic, coreboot can scale from specialized applications that run directly firmware, run operating systems in flash, load custom bootloaders, or implement firmware standards, like PC BIOS services or UEFI.
