354389365b payloads: Rename Makefiles from .inc to .mk
The .inc suffix is confusing to various tools as it's not specific to
Makefiles. This means that editors don't recognize the files, and don't
open them with highlighting and any other specific editor functionality.

This issue is also seen in the release notes generation script where
Makefiles get renamed before running cloc.

4c9622a7d0 libpayload/libpci: Introduce device class attribute in pci_dev
The device class is read at different places and it is read from the
hardware directly. Therefore, and in preparation to CB:46416, introduce
the device class attribute in the pci_dev struct. With this, there is
only one interaction with the hardware and it's also more user friendly.

6b5bc77c9b treewide: Remove "this file is part of" lines
Stefan thinks they don't add value.

Command used:
sed -i -e '/file is part of /d' $(git grep "file is part of " |egrep ":( */\*.*\*/\$|#|;#|-- | *\* )" | cut -d: -f1 |grep -v crossgcc |grep -v gcov | grep -v /elf.h |grep -v nvramtool)

The exceptions are for:
 - crossgcc (patch file)
 - gcov (imported from gcc)
 - elf.h (imported from GNU's libc)
 - nvramtool (more complicated header)

The removed lines are:

67997d330d libpayload: minor cleanups
Apply some const correctness to const/non-const strings in libc and
libpci (what an ugly cast that was).

Remove duplicated NULL test in printf_putstr(), already done in
print_string() - reduces size of libpayload by a few bytes.

7f96583f0f Reduce warnings/errors in libpayload when using picky compiler options
The new build system uses quite a few more -W flags for the compiler by
default than the old one. And that's for the better.

c9f705b121 Incomplete implementation of libpci's (of pciutils) interface.
No pciutils code was harmed in its production - this code was written by
looking at flashrom's expectations, so there's no license pollution.
