Add Kconfig COMMON_ACPI_MADT_IOAPIC to replace platforms' implementations of adding IOAPIC and IRQ override entries for ACPI MADT tables. Platforms that have a more complex MADT may continue to add custom entries using CUSTOM_ACPI_MADT.
