ac3e48257e soc/intel/apollolake: revert CPU MP init prior to FSP-S
A major regression was introduced with commit 6520e01a

appears that FSP-S is not honoring the SkipMpInit UPD because

hijacking the APs:

135eae91d5 soc/intel/apollolake: Implement stage cache to improve resume time
This patch enables stage cache to save ~40ms during S3 resume.
It saves ramstage in the stage cache and restores it on resume
so that ramstage does not have to reinitialize during the
resume flow. Stage cache functionality is added to postcar stage
since ramstage is called from postcar.

BUG=chrome-os-partner:56941
BRANCH=none
TEST=built for Reef and tested ramstage being cached

This is the minimal setup needed to get all CPU cores enabled. That
includes sending an IPI to APs and setting up MTRRs. Microcode updates

* CSE (Converged Security Engine) upgrades the microcode before

* Microcode update files are not available at this point in time
